CAMDEN COUNTY LIBRARY COMMISSION

MEETING MINUTES

DATE:  May 8, 2012

LOCATION: Vogelson Regional Branch Library

PRESENT:  Pat Abusi, Barbara Laynor, Robert Weil, Linda Devlin. County Counsel:  Catherine Binowski.  Staff:  Lisa Bicking, Lauren Callahan, David Lisa, Karen Popelak.

The regular meeting of the Camden County Library Commission was held in compliance with Open Public Meeting Act N.J.S.A. 10:4-6 to 10:4-12.

CLOSED SESSION:  Vice-President Abusi presented a motion to go into closed session and it was seconded by Commissioner Laynor. Resolution #52-12 approved closing the meeting to discuss personnel issues in accordance with C10:4-13 of the Open Public Meetings Act.

The commission meeting was open to the public.

MINUTES:  Vice-President Abusi presented a motion to accept the minutes, it was seconded by Commissioner Laynor and the minutes for the regular April 2012 meeting were approved as written.

FINANCIAL STATEMENTS:  Vice-President Abusi presented a motion to accept the financial statements, it was seconded by Commissioner Laynor and Resolution #53-12, approving the financial statements for April 2012, was unanimously approved.

BILLS AND VOUCHERS:  Vice-President Abusi presented a motion to accept the bills and vouchers, it was seconded by Commissioner and Resolution #54-12, approving the bills and vouchers for March 2012, was unanimously approved.

HUMAN RESOURCES REPORT:  Vice-President Abusi presented a motion to accept the appointments and resignations, it was seconded by Commissioner Laynor and Resolution 55#-12, approving the appointments and resignations for April 2012, was unanimously approved. 

DIRECTORS REPORT: 

Effective May 5, security services for the library system have been provided by Camden County College.  Guards will be stationed at the Vogelson, South County, and Ferry Avenue Branches.  The Rutgers branch utilizes campus security.

Rain gardens were planted at the Ferry Avenue Branch by Camden SMART on April 19.  This project disconnected the rooftop runoff, preventing it from flowing directly into the storm sewer system. Two rain gardens will be designed to capture, filter, and infiltrate the first one-inch of rainfall.  The native herbaceous species planted within these rain gardens are adapted to dry, sunny sites.  They add beauty to the neighborhood and help with water runoff.

The Ferry Avenue Branch continues to be closed in the evenings pending Camden City Council approval of an agreement to provide City officers for security.  Camden City officers will be present at the branch from 4-8 pm on evenings when the branch is open.

The South County and Ferry Avenue Branches have been added to the County Meridian contract for cleaning services effective May 1.

Two new products will be added to the library’s collections in the near future.  Freegle will provide downloadable music .  Freading provides e-books.  Freading will enhance the library’s existing e-book collections.  It will provide more backfile titles and will allow unlimited multiple simultaneous users for each title.

Statistics continue to rise with double digit increases in many areas.

Ms. Devlin informed the Commissioners of the New Jersey Library Trustee Institute, a continuing education opportunity for Library board members throughout New Jersey.

CONTINUING BUSINESS:

Foundation:  All documents for the Camden County Library Foundation have been prepared and reviewed by the foundation committee.  Resolutions to acknowledge the formation of the Foundation as well as appointing initial board members will occur in either May or June.

Agreement between the Camden County Library Commission and the Camden County College regarding the transfer of the Cultural and Heritage Commission to the County College:   

Vice-President Abusi presented a motion to accept the appointments and resignations, it was seconded by President Weil and Resolution 55#-12, approved the agreement between the Camden County Library Commission regarding the transfer of the Cultural and Heritage Commission to Camden County College.  Commissioner Laynor abstained from the vote.

NEW BUSINESS:

Donation—Polish American Heritage Society Grant:  Vice-President Abusi presented a motion to accept the donation from the Polish American Heritage Society Grant, it was seconded by Commissioner Laynor and Resolution #56-12 approved the donation in the amount of $100.  The donation will be used for landscaping at the Haddon Township Branch.

Donation – Peters:  Vice-President Abusi presented a motion to accept the donation from Mr. Peters, it was seconded by Commissioner Laynor and Resolution #56-12 approved the donation in the amount of $50.

Add item of revenue and appropriation—2012 NJLA Summer Reading Grant:  Vice-President Abusi presented a motion to add an item of revenue and appropriation for the 2012 NJLA Summer Reading Grant, it was seconded by Commissioner Laynor and Resolution #57-12 approved the item in the amount of $300.

Award of Non-Fair and Open Contract for Library Ideas, LLC in an amount not to exceed

$ 29,950.00:  Vice-President Abusi presented a motion to authorize the award of a non-fair and open contract in an amount not to exceed $29,950, it was seconded by Commissioner Laynor and Resolution #58-12 approved the award of the contract.  

OTHER COMMISSION BUSINESS: There was no other commission business.

PUBLIC PORTION: There were no comments from the public.
